What it is

The State Pension Non-Contributory is a social assistance payment. Gov.ie describes it as a means-tested payment for people who do not qualify for a contributory pension based on their PRSI record, or who qualify only for a reduced contributory pension.

Because it is means-tested, the Department of Social Protection looks at income, savings, property other than the home, and other circumstances under official rules.

General rules

Gov.ie says a person must be 66 or over, be legally and habitually resident in the State, and satisfy a means test. The detailed rules are applied by the Department of Social Protection.

General example

A person aged 66 does not have enough qualifying PRSI contributions for the full contributory pension. They apply for the Non-Contributory pension. The Department assesses their means and decides whether a payment applies. This is a simplified example only.
